While you can request for a no deposit gift - dont get your hopes up. I have never in my 4 years of being signed up to this site have I ever earned more than $20 on a no deposit bonus request. Customer service will respond many times over that the bonus you receive are perks. However not everyone likes to deposit continuously and it would be nice to be granted a no deposit bonus (that actually pays out) without having to constantly have to ask.
